Indeed, a quick check of both the Doom Wiki and of Wikipedia reveals that Heretic is set on an Elven world called Parthoris Chronos (the setting of Hexen) is a Human world where the forces of magic are "both stronger and more rigidly controlled" than on Parthoris.
